Given we've all seen the unfortunate consequences having debris on the track can have for those drivers not involved in an incident, deliberately placing it on there by ordering a driver to crash is about as low as it gets in terms of disregard for the welfare of others.
I know it's old news now, but I'm of the opinion it was Renault's inovlement in other areas of motorsport that kept them in F1. They're engine suppliers to F2 and run other series as well, including the rather obvious example of Formula Renault. Couple that to the fact they put Flavio and Pat up as the "sacrificial lambs" and you get the result we all saw.
