Fletcher flung his leg into the challenge. The ball hit his studs and diverted the bouncing ball a couple of feet. At the same time as he was making contact with the ball his other leg tripped up Fabregas.
Just because Fletcher made a slight contact with the ball it doesn't negate the fact that Fabregas was tripped up by Fletcher.
There's also the fact that Fletcher grabbed hold of Fabregas's shoulder to get into position to make the challenge.
If Fletcher had cleared the ball with his tackle then IMO it would have been play on. But instead of clearing the ball it was just nudged slightly. If Fabregas hadn't been brought down then he'd have been left 1-on-1 with the keeper 16 yards out. He'd have buried it. But he was denied that by Fletcher tripping him up.
