It was after Boateng had fouled half the Chelsea team, Ballack had fouled him and Ballack had give him a bit if a slap.

In a normal game Ballack would have walked for what he did. But half of the Pompey team would have already picked up yellow cards (and someone probably got a red too) so the refs leniency on Ballack was only in-line with the way Portsmouth were being treated.

Isn't it a Profit test rather than turnover? In which case it would also affect highly indebted clubs such as united, Real Madrid & Liverpool.

I expect that when they get down to the detail they'll stuggle to come up with something that complies with competition laws and isnt easily circumvented by clever legal structures.
