No that's Eric Dier he's a teenager centre half who was here last season on loan too and played for the academy/reserves. Where he'll be this season too.

Farcically because either:

1 - A whole year at the club with the ability to work with him full time just isn't enough time for Moyes to work out if he's any good

Or

2 - Everton know he's good but don't have the money to actually purchase him

I just don't see the point of loaning a 16/17 year old centre half for two years.

The report I heard seemed to suggest that it was more of a technical issue as to when Tottenham High Road, which is still a crime scene, would effectively be cleaned up, making it impossible for the ground to get a safety certificate.

Not the 'disaster' that Bernie Ecclestone claimed it would be but still very sad.
