Moyes was commenting on things that directly affected his team though so it isn't unnecessary at all. He came out and said it because Fabregas, in his view, has made comments to or about the referee that he should not be making. So because the ref did nothing it means it didn't happen, so what about tackles or on pitch comments that go unpunished? do they not happen either?
Referee's don't write/submit match reports after every game they take charge of, Mason would've had to submit an extraordinary report to the FA following the game however had he done so the FA simply would've questioned why Mason didn't send him off there and then so therefore he wouldn't submit a report. It doesn't mean it didn't happen, it could be Mason decided it was a heat of the moment comment and didn't deserve punishment.
