Not true.
Chelsea went into a 3-0 lead in that game. When Barca scored their goal, it was seen as opening up the tie again.
IMO a Chelsea side lead by Gianluca Vialli, who were just excited at being in the CL in the first place, is a completely different prospect to an Inter Milan side lead by Jose Mourinho.
I expect Inter to go through to the final from this position, but I definitely wouldn't say the tie is over. It's well within Barca's grasp to turn around their performance and beat Inter 2-0 or more.
