At least we know the extent of their problems but, it would appear, they managed to 'pull the wool' over the RFL's eyes!
So, if Bradford Northern have a guy willing to put in £700,000 (when they are losing over a million a year) - I'd suggest he'd be better off buying the Cougars outright for that. He could work on or with the current board and/or others as he wished. Then Bulls would go bust and ought to be thrown out of the top divsion. With the investment, Cougars could look forward to winning a Grand Final or two and replace Bulls in Super League in the medium term.
I've changed my mind about Cougar Park. Cougars don't need more than an 8,000 capacity ground - so could look to improve what they've got over time without looking to a completely new stadium. Some investment to pay to relocate the cricket & bowling clubs would give Cougar Park scope to expand & improve facilities quite a bit.
I'd rather watch rugby league in a packed but upgraded Cougar Park with 8,000 there than even double that at the former tip at Odsal.
