The issue was that he went down injured and all the Warrington players tried to delay the scrum because of it. It wasn't a head injury.
The hooter went because they delayed longer than the shot clock.
I thought that was a penalty but he just made him leave the field a bit like the football rules. Not sure if that was correct or not.
I'd suggest that as he was so keen to come back on, and made the next tackle, that he was just time wasting..... And could have been binned.
