I'm not sure it's for non prevention but rather for not acting quickly enough to shut it down. The stewards in that area did not do their job and therefore the chanting went on too long and the culprits weren't identified so weren't ejected.
The idiots have cost the club £11,000 with £10,000 more if it happens again, what morons.
