It wouldn't be able to. In administrative law, which covers public bodies, there is something called "fettering discretion". Put simply, you can't pre-determine anything where you are supposed to apply discretion. They have to be seen to approach everything with an open mind and make the decision based upon what they hear.
They could do it de facto, however. It's how you record and announce your decision-making, and the reason behind it, that keeps you clean.
