Yep, players develop at different rates. I remember Fev taking on two different 21-year-old forwards on loan, one was Jamie Peacock who didn't make much impression, the other was Jordan Baldwinson who looked like a future international but has since bounced around a variety of clubs and though a solid player is clearly no better than a run-of-the-mill championship player.
I've seen Hooley a few times this season for Batley and he's played really well, not saying he's going to make it back to SL level but he's come on a lot. Not sure if the return of reserves is the answer but you can't always tell at 20/21 how good the player is going to be at 24/25.
