We can see what's on our doorstep and they're all miles behind their Aussie counterparts - McNamara, McDermott, Kear, Powell, Agar. Compare to Maguire, Simmons, Brown & Robinson for example, and you can see why there is so much stock placed in Aussie coaches.
I genuinely don't think it's a blinkered 'Aus is best' mentality - rather, that the game and consequently the coaching methods and associated sports science are significantly ahead over there and as such, Australian really is best at the present time.
Like you, I'd like to see us be a bit more forward thinking, which is why I think we should appoint an Aussie as HC to bring some of their modern methods and mentality to WTW, but with a British assistant working to a genuine succession plan, to take over in 3 years; during that time, the HC would be expected to train and mentor them and even open up opportunities for them to spend some time in Aus, on a 'work experience' type deal.
As much as I admire the sentiment in your post, I don't want us to be another Quins - that poor lad is totally out of his depth. We can't afford to chuck away this last gasp SL opportunity by appointing a coach because he's someone's mate, is cheap or because we think British is best; we need a ruthless, highly-skilled, hard-nosed winner.
