Coming from carpark side it looks pretty poor but a new modern look would make all the difference.

There are two ways of looking at it. If you just wanted to give BV a basic upgrade you could just re-roof the East stand with a fairly cheap Cantilever roof, bring the seats to down to touchline height and enclose the rear concourse and improve the bogs. That would give you a decent main stand allowing you, for example, to further develop the main clubhouse as the HUB for admin and hospitality. You could possibly do all that (especially if you do what Fev did) for as little as two million if you really skimped.
However, if you want a stadium for the 21st-century that's not the answer, all you will really have is an upgrade from the 19th to the 20th century, a far cry from the original community stadium we were promised.
A new all singing all dancing stand will give the club a genuine HUB to work from one that will really appeal to the local community and businesses. It will also act as a template for the rest of the grounds re-development. I don't think it needs a huge capacity, maybe as little as 2-3,000, what it will need is facilities it can sell, that's boxes, lounges, meeting rooms, restaurant/events rooms for weddings etc, gym, coffee shop etc, basically anything we can sell 7 days a week. Not really sure what such a facility would cost but it will certainly be more expensive. However, the returns will be much greater.
Just a couple of example, first two Flyde FC, cheaper option, second two Fleetwood FC bit more upmarket and costlier.
