The RFL has no authority to fine anyone for breaching government rules, only the Police can do that. So Poptart is totally correct, we are ONLY talking RFL regulations here.
RFL regulations are not legally binding, however as it's their competition so if you want to play in it you comply as best you can, but technically they have no power whatsoever to fine anyone or to collect that fine. For that, they would need a court order, which they wouldn't get, so they couldn't send the bailiffs. If we were guilty of a criminal breach then the courts would pass it over to the Police and the CPS, not the RFL.
It's all very much a gentleman agreement.
