I seem to recall a requirement of planning application for a (can’t remember technical name), large tank to retain drain water in order to slow down large volumes of water rushing through the sewers/drains. I’m sure someone on here will know the technical terms.

I’m quite looking forward to when the frame work closer to the rolling shack is up

Attenuation Tank. Contains the surface water run off and holds it back in the tank and releases it at a slower rate.

Can we use the water for the pitch and save a few quid on the water rates. (assuming the bogs don't go into it as well)

I doubt it if it's collecting the carpark area run off. It will contain all sorts of everyday vehicle leakages and even salt during the colder spells.
