I believe Italy, Germany and France have always included deaths outside hospitals not sure about Spain. It is possible to say that either way we should not be in this position number wise especially for those families impacted by the handling of the pandemic.
Countries record deaths differently for instance Germany have recorded deaths in hospital and care homes with a positive test it appears those suspected of covid are not counted, Belgium and the UK count suspected cases I know I have personal experience. France counts deaths in Hospital and care homes like Germany. Italy and Spain are different again. The mortality rate based on population will be different again. It's only when death rates can be measured based on previous death rates will true stats come out.
At the moment looking at different countries deaths is measuring apples and pairs looking at numbers is flawed so early into this pandemic.
People criticing the Govt didn't stay away from sporting events when other countries were locked down. Now people cannot stay in if a coffee or fried chicken is available!
