I don't think that would matter.
If Cas did what you said they'd still have people picking up on the issues (same as we will) so it's not like they can con an A grade.
I hope they get to develop, they have plenty of space whether it's Wheldon Road or elsewhere but they don't have problems getting people in so it's not as urgent for them.
And to be honest, no one knows what the criteria will be for IMG so it's all guess work.

The issue around criteria is THE biggest uncertainty.
Ultimately, depending on who has the ear of IMG, criteria can be manipulated promote whichever club(s) suit their agenda and this will depend on their ultimate vision of what RL "needs".
The scary thing is that only a few years ago, we were all told that the 3 x 8 structure was the way forward and this was "sold" to the SL and Championship clubs.
The same could well happen with IMG. Their knowledge of the game is no better than their predecessors and, as such, could produce yet another poor situation for the game.
Having said that, aligning our season to the NRL and having a proper international program is a good start.
However, if they want to increase the footprint of SL, then clubs like Newcastle will be elevated by whatever means are necessary. Equally, if they start deducting points for proximity to other clubs, it could be catastrophic from clubs like ours.
