There was some sort of change in how the cap was policed that year or rather the year after

it's now viewed live I believe to stop obvious breaches , all be it Salford still did last year, so not sure how that works
back then the accounts were viewed at the end of the season which was why wigan were able to breach it openly

I also remember it that way
However that was in the early 2000s not 2006 when Wigan nearly got relegated
