If you are going to referee Super League games twice then surely the Panel should include an impartial referee who can put forward contrary views when necessary.
The other change i would make is put the the responsibility for indiscipline for minor offences onto the players by fining them rather than punishing the club with a one or two game ban

The incident Fash got banned for happened in the 9th minute and the video shows Watkins scoring in the 11th.

Every team does it but the goading of a player when he makes a mistake is pathetic.
