I'd love to keep Ratu, problem being will he give up an excellent army job to play rugby for the next 5 years at a max.

If Kelly stays, will we need to keep Westerman?
I know it’s not like for like but he’s an extra pivot when we already have Sneyd, Connor and Kelly playing that role.
Money might be better spent on a forward with a bit more grunt?

No he doesn't. Overall hes been poor and will only get worse. One or two half decent performances around contract renewal time isn't what we should be basing decisions on. We need someone who offers real impact. I think re signing green would offer better vfm but wouldn't be against us releasing both and making a good quality front row signing from overseas then letting masi, brown, bienek and anyone else fight it out for the other starting spot
