surely if the penalty is awarded for a certain thing, the sin binning is default anyway?

so, all the referee needs to clarify is what the penalty is for

It should be that simple. Consistency is not difficult if you don't allow the severity of an incident or the intent to cloud the judgement.

Grapple tackle around kneck by team A = sin bin
Grapple tackle around kneck by team B = sin bin

Violent grapple tackle around kneck by team A = sin bin
Accidental grapple tackle around kneck by team B = sin bin

Not difficult for referees to grasp really.

so why are there so many discrepencies with the decisions ? (and always have been !)

1. Referees incompetence/bias.
2. Lack of support from touch judges.
3. Need 2 referees to see more of an incident.
4. Not enough cash invested by the RFL in developing a pipeline of talented refs for the future.
5. shall i carry on with the list?

no,you're spot on mate - can't argue with any of that though it's a pity the mighty RFL can't see it !
