Eastwood's was persistant driving offences, and speeding is an offence that could harm/kill someone.

Sleeping on the streets wouldn't harm anyone.

Unless they were in the middle of a road, and an oncoming car had to take action to avoid hitting them and ended up mowing down a group of people waiting in a bus shelter
