I think the bench should be larger and we should allow more interchanges.
This is a good idea because the current system is used mostly to keep the forwards fresh, possibly with some cover to the backs. This gives little/no opportunity to give an academy youngster 20 mins of a match, without having to be a win/lose gamble (esp in the halves).
So, a couple more interchanges, a slightly larger number of interchanges and maybe reserve two swaps for academy players or restric the number of forwards on the bench.
