Because it's better to play Sa at LF than Mounis?

I prefer Mounis at LF and Sa at Second Row.

I prefer Mounis at LF and Sa on a plane back to Oz. His best place was as SO or Centre but despite lack of competition in both areas he hasn't been able to hold on to either position, despite Walter's Aussie favouritism. If he wasn't second choice to Sherwin for SO I'd keep him, but with Elima and Fakir in the backrow, what is he doing other than costing us lots of money?
