Or do the RFL deliberately like to look stupid?

Maybe SL is of a higher standard than internationals
Ask the RFL.

The Welsh Rugby League has a policy of playing non-super league games in alternative benues in order to spread the game. The WRL has developed a significant amount of independence form the rfl, at least compared to the RLIF
