The RFU run an illicit drugs programme independent of the World Anti-Doping Agency (WADA), and carried out 332 tests during the 2017-2018 season, 94% of which were hair samples and have a 3-5 month detection period.

why have a testing policy that goes beyond WADA, but with a result less than WADA?

Yep. It’s a clever way of avoiding big bans and negative headlines. If this was football, RL or some other sports the media would be criticising the sport for not being under WADA and for not dealing with the issue severely enough.

In that article itself the RFU attempts to minimise the problem by suggesting it’s only “sidelined” players and that it just reflects “increased use in society” when in fact the figures suggest fewer people are taking drugs than 20 years ago.

Perhaps it's just a sign of a more mature and pragmatic approach by the RFU - test more frequently, find those young men who are using recreational drugs, and respond with a combination of punishment and support for a first offence. I think it makes sense - certainly more sense rather than a puritanical, knee-jerk attitude that some people, despite all the evidence to the contrary, think will stop people using drugs for recreational purposes.

DRUGS are ILLEGAL, they should go to prison, "RECREATIONAL" drugs fuel other criminality, terrorism etc.

Criminalising drug use has never worked and will never work in seeing a reduction of recreational drugs.
