It should be a North American World Cup, not a USA only World Cup. It can only be held where there are existing rugby league clubs with real fan bases. That means, at the moment, Toronto, can host events, but maybe by 2025 it could also include Ottawa, New York, Jacksonville, and perhaps some other cities that emerge in the next few years.
