Even the NFL have found other ways to dip their foot in the water and are reluctant to set up a team in foreign lands even with an almost guaranteed audience.
The ESL / RFL / SL just never seem to understand how to grow and expand. The way to do it is to have the best domestic product possible and get people interested at grass roots / school level. Just artificially moving a club (or creating) a club in a place where no one has heard of the game, importing all the players and then playing 63% of the games in another country in my mind isn't the way to do it.
