If it was required for me to go and live in a different country for 4 months in order to complete my duties, I would expect my employer to pay for it.

I think you're missing my point. Ignoring the cap implications, you can't just assume Les Catalans (who have lost God knows how much revenue in tickets sales throughout COVID) are willing and able to foot the sizeable unexpected bill to house and feed 30 or so players for four months, all whilst they continue to get £0 coming in ticket sales. Add in that some of the players might not be up for being away from their families for four months for wages that aren't necessarily that great in many cases.
