No doubt he has skills but he is a bit maverick and that does not make for a good halfback, we already have Dwyer running wherever he fancies.
He can play the organising role when he needs to. Usually he is alongside Sneyd who deals with the kicking and organising, so it frees him up to express himself. But he has played that role occasionally in Sneyd's absence and can do it. He also played 7 for England against France where he gave a much more restrained performance and took on most of the kicking duties. Or perhaps a better example would be at the magic weekend last year where he played in the halves in a very young injury hit side (Liam Harris was his half back partner) and ran the show.
It's not his best role though. To get the best out of him you need an organiser alongside him so that he can be let loose to do what he does best. But he is just a supremely talented player, wherever you put him he will find a way to influence a game.
