Unless they're going with just any city, like Norwalk (which is where the Wildcats play), etc. then it could be pretty much anyone of the 10 current teams!
Everything is just guesswork, really. This could either be really big exciting news or just another false down in international RL.

Even if they went part time and got some proper funding Championship style it would be a major way forward.
Could be what they're implying. Never said full-time. (Doesn't actually say much at all!). If they can get the standards up to Championship 1 level, then maybe they could have a four-way tournament between the winner from that league, the French league and the Russian league.
8 cities and 8 teams implies they have an idea of what the format will be.

Some might look at this as being harsh but I think it's fair. When are the Rugby League going to stop persisting with this fantasy expansion. If it hasn't worked by now, it never will! I'm all for reaching out to a wider audience with our game but not at the expense of historical clubs in the homelands.

Looking on the main page of that site suggests Jacksonville are struggling. Had to pull out of the playoffs despite winning their first game.
Not surprising though, the US isn't a small country and Jax rack up the airmiles getting to games.
