Being that there is one that applies to all clubs............how is it that some clubs have sooooo many quality players in their squad..........whereas others do not?.......isn't that the purpose behind having a salary cap in the 1st place.....to help make it an even playing field?

A few guesses:
1) some clubs just spend it better,
2) some clubs can get players for cheaper because they're local, or they're winning/happy where they are,
3) London's more expensive to rent/buy,
4) the winning of prize money and representative bonuses is self-fulfilling.
