Well with the new quite stupid plans for Super League's future from The Fat Controller (one robbed from Scottish Football and unanimously rejected) I can't see any RFL criteria in the future as most teams in SL2 will not meet the criteria and four will go into SL1.
Well with the possible two divisions of 12 teams, then half way through the season bottom four in Super League 1 dropping down to Super League 2 and the four top teams moving into Super League 1? - with SL2 teams only getting about £180,000 from the Sky monies how are they going to ever compete in SL1? (Bottom 2 teams in Super League 2014 will drop into SL2 and a new French club will join SL2 to make up the 12 teams)
It was rumoured that David Hughes had met with Anthony Kleanthous a while back at The Hive.
Perhaps it is planning for the future, if David Hughes withdraws would the RFL bank roll for a while to keep us in SL2?
How a man who has been a complete failure in the past years as CEO of the RFL was trusted to do a review of the game and it's future is unbelievable, but chairman of such as Wigan, Leeds, Warrington, Hull & St Helens are not really worried as long as they always get their £1.8 million share from the Sky monies!
