Sounds like Crusaders pretty much withdrew from the process, so presumably struggling financially again.

Wakefield can stop pretending they're going to get a new ground for another three years now

He's furious because he was expecting to play for them next season and the announcement from the RFL was the first he heard about them withdrawing. He uses more colourful words though.
